Religious persecution remains a controversial reality in our world today

Early in the Iraq war, Rep. Mike Pence of Indiana took part in a congressional fact-finding trip to meet with U.S. troops.

Some of the lessons he learned during his first trip to that troubled land had more to do with religion than with warfare. While meeting with local officials, for example, Pence watched the local imam rush to embrace a friend -- the Catholic bishop in southern Iraq. A translator said the imam thanked the bishop for staying in touch after the recent death of his mother.

That was enlightening, said Vice President Pence, during the recent "Help the Persecuted" summit in Washington, D.C. But he also learned a crucial fact that day. 

"I turned to the diplomatic aide who was with me," Pence recalled, "and said, 'So there's a Catholic church in al-Basrah?' And he said, 'Yes, yes there is.' And I said, 'How long has there been a Catholic church in al-Basrah?' And he said, 'About 1,500 years.' "

That's a sobering fact, since Iraq's Christian population has fallen 80 percent since that 2004 meeting, said Pence. The Christian population of Syria has fallen 50 percent in the past six years.

"As you all know, no people of faith face greater hostility or hatred than followers of Christ," said the vice president. "In more than 100 nations, spread to every corner of the world … over 245 million Christians confront intimidation, imprisonment, forced conversion, abuse, assault or worse."

Nohere is this onslaught more evident than in the "ancient land where Christianity was born," he added. "In Egypt we see the bombing of churches during Palm Sunday celebrations. In Iraq we see monasteries demolished, priests and monks beheaded and the two-millennia-old Christian tradition in Mosul clinging for survival. In Syria, we see ancient communities burned to the ground and believers tortured for confessing the name of Christ. … Christianity now faces an exodus in the Middle East unrivaled since the days of Moses."

Pence has made similar remarks before, but these statements rarely gain traction outside the world of Christian media. The problem is that the words "religious persecution" -- especially when linked to suffering Christians -- remain controversial among some public officials and journalists.

In Britain, for example, immigration officials ruled against the asylum claim of an Iranian national who had converted to Christianity. Here's what made headlines: The Home Office backed this action with claims that Christianity is not a religion of peace, quoting Leviticus 26:7 ("Ye shall chase your enemies, and they shall fall before you by the sword") and the words of Jesus in Matthew 10:24 ("Do not think that I have come to bring peace on earth; I have not come to bring peace, but a sword").

Meanwhile, the Christian Broadcasting Network and other conservative groups have noted, in recent weeks, the deaths of an estimated 120 Christians in central Nigeria.

Once again, Coptic Christians faced bloody bodies in the sands of Egypt, as terrorists killed seven pilgrims who had just prayed at the Monastery of St. Samuel.

No one was surprised when the Islamic State took credit for that November attack south of Cairo. After all, 28 pilgrims were massacred near the same spot in 2017.

In Syria, Orthodox believers marked the fifth anniversary of the kidnapping of Metropolitan Paul Yazigi of the Antiochian Orthodox Church and Metropolitan Yohanna Ibrahim of the Syriac Orthodox Church -- who were trying to negotiate the release of priests seized weeks earlier. Today, their followers know less about the identity of the attackers than they did in 2013.

In the Nineveh plains of Iraq, Christians slowly returned to communities in which their ancestors had worshipped since the first century after Christ. Zero Christians remained in Mosul after ISIS demanded that they convert to Islam or pay the jizya head tax, while living with brutal persecution.

But nothing remained of the 1400-year-old Dair Mar-Elia (Saint Elijah's Monastery), after invaders blew it up twice and then bulldozed the rubble.

Try to imagine the faith it requires for believers to carry on after all this has taken place, said the Prince of Wales, speaking at a Westminster Abbey service last month celebrating the lives of Christians who endure persecution in the Middle East.

"Time and again I have been deeply humbled and profoundly moved by the extraordinary grace and capacity for forgiveness that I have seen in those who have suffered so much," said Prince Charles, who has worked to build contacts in the ancient Christian East.

"Forgiveness, as many of you know far better than I, is not a passive act, or submission. Rather, it is an act of supreme courage, of a refusal to be defined by the sin against you. … It is one thing to believe in God who forgives. It is quite another to take that example to heart and actually to forgive, with the whole heart, 'those who trespass against you' so grievously."

The persecution of Christians and other minorities in the Middle East was not one of 2018's big news stories. Instead, this parade of horrors became a kind of "old news" that rarely reached the prime headlines offered by elite newsrooms.

Their loved ones died on a Libyan beach, beheaded by Islamic State militants as cameras recorded their agony for a 2015 propaganda video.

Some of the Coptic Christians died repeating these words: "Lord, Jesus Christ." An ISIS leader in a ski mask, in turn, offered this warning: "We will conquer Rome with Allah's permission."

During the recent World Summit in Defense of Persecuted Christians, relatives of these modern martyrs stood to receive the applause of participants, who came from 136 nations -- including the ravaged lands of the Middle East and Africa.

"Today our Christian brothers and sisters across the world are facing persecution and martyrdom on an unprecedented scale," said the Rev. Franklin Graham, who hosted the event for the Billy Graham Evangelistic Association. "No part of the Christian family is exempt -- Catholic, Protestant or Orthodox -- nor is any part of the world exempt."

There were other poignant moments, including an Iranian woman ringing a memorial bell for the dead, including her father who was hanged for converting to Christianity. Summit speakers represented the global church, including remarks by Archbishop Christophe Louis Yves Georges Pierre, the U.S. ambassador for Pope Francis, and a major address by Metropolitan Hilarion, leader of the Russian Orthodox Church's ecumenical office.

But this meeting was held in Washington, D.C., and led by the always outspoken Franklin Graham -- who called the persecution of Christians "genocide." Also, an address by Vice President Mike Pence guaranteed some mainstream news coverage, as well as a hot spotlight on the U.S. political implications of his remarks.

Thus, a Huffington Post news report claimed: "Pence reiterated a common belief among conservative Christians in the U.S. that they are among the most persecuted people of faith in the world."

While the vice president alluded to trends in the United States, he made it clear that his primary worries and prayers about persecution were global.

The late 1980s were dark times for Jews trying to flee persecution in the fading Soviet Union.

Finally, the late Sen. Frank Lautenberg (D-N.J.) acted, adding language to a massive 1990 appropriations bill to offer special assistance to refugees in persecuted religious minorities. Year after year, the Lautenberg amendment has been extended to provide a lifeline to Jews, Baha'is, Christians and others fleeing persecution in Iran, the former Soviet bloc and parts of Asia.

"There's nothing new about the United States taking religion into account when it's clear that refugees are part of persecuted minority groups," said Samuel Tadros, a research fellow at the Hudson Institute's Center for Religious Freedom. He also teaches at the Johns Hopkins University School of Advanced International Studies.

"Tragically, religion is part of the refugee crises we see around the world right now and that certainly includes what's happening in Syria and Iraq."

Thus, Tadros and a few other religious-freedom activists paid close attention -- during the #MuslimBan firestorm surrounding President Donald Trump's first actions on immigration -- when they saw language in the executive order that was more nuanced than the fiery rhetoric in the headlines.

In social media, critics were framing everything in reaction to this blunt presidential tweet: "Christians in the Middle-East have been executed in large numbers. We cannot allow this horror to continue!" Trump also told the Christian Broadcasting Network: "If you were a Christian in Syria, it was impossible, at least very tough, to get into the United States. … If you were a Muslim, you could come in."

However, the wording of the executive order proposed a different agenda, stating that the "Secretary of State, in consultation with the Secretary of Homeland Security, is further directed to make changes, to the extent permitted by law, to prioritize refugee claims made by individuals on the basis of religious-based persecution, provided that the religion of the individual is a minority religion in the individual's country of nationality."

The New York Times, however, summarized this part of the order by saying it "gives preferential treatment to Christians who try to enter the United States from majority-Muslim nations."

Prayers for the Orthodox bishops of Aleppo, even if #BringBackOurBishops didn't go viral

Once again, the Orthodox bishops of Aleppo ventured into the dangerous maze of checkpoints manned by competing forces along Syria's border with Turkey.

The goal, three years ago, was for Metropolitan Paul Yazigi of the Antiochian Orthodox Church and Metropolitan Yohanna Ibrahim of the Syriac Orthodox Church to help negotiate the release of two priests who had been kidnapped weeks earlier. Then, west of Aleppo, a pack of unidentified armed men attacked.

The bishops' driver was killed in the gunfire. A fourth passenger escaped and then testified -- consistent with other reports -- that the kidnappers did not speak Arabic and appeared to from Chechnya.

The bishops simply vanished. According to a new World Council of Arameans report: "No one has ever claimed responsibility for the abduction, neither has there been a clear sign of life of the bishops since April 22, 2013." Later reports were "all based on unverified rumors, hearsay and false reports which often contradicted each other."

This kidnapping never inspired global news coverage. For some reason, tweeting out #BringBackOurBishops never caught on with hashtag activists inside the Washington Beltway or in Hollywood.

But millions of Eastern Orthodox Christians -- especially those with Syrian and Lebanese roots -- are still praying for the bishops of Aleppo. These prayers escalated with the three-year anniversary of the kidnappings and then, this week, with the sobering rites of Holy Week leading to Good Friday, Holy Saturday and, finally, Pascha -- Easter ...

The passion that loomed over the historic meeting between Rome and Moscow

Like all veteran journalists who cover global religion news, Robert Moynihan of "Inside the Vatican" is used to getting interesting emails from sources in interesting places.

Normally, Moynihan asks the questions. But that wasn't the case in 2006 when he heard from Russian composer Hilarion Alfeyev, who was completing a new Passion According to St. Matthew, based on scripture and prayers from the Orthodox Divine Liturgy.

It's crucial to know that, in 2006, this composer was already a Russian Orthodox bishop. Today he is known as Metropolitan Hilarion and, as chair of his church's Department of External Church Relations, he has long been a key player in behind-the-scenes talks seeking a meeting between the pope of Rome and the patriarch of Moscow.

In that email, the composer said his goal was to premiere the work in Moscow in March of 2007 -- just before Easter in a year in which Catholics (using the Gregorian calendar) and the Orthodox (on the older Julian calendar) would celebrate the Paschal feast on the same day.

Hilarion wondered "if there might be a way for this work to then be performed in Rome and if I could help organize such a concert," said Moynihan. "We both knew this would be incredibly challenging. … But we did it and that night was like a miracle."

The Moscow premiere was on March 27 and, two nights later, the exhausted Russian choir and orchestra were in Rome for a performance attended by several Catholic Cardinals, as well as numerous students, scholars and dignitaries. One Orthodox participant was Metropolitan Kirill -- now the Russian patriarch.

Anyone probing the roots of the historic encounter between Patriarch Kirill and Pope Francis -- the first meeting of this kind between Rome and Moscow -- must study the years of cultural and musical contacts that built a bridge to this moment, said Moynihan, in an interview days before the Cuba summit. In the end, mutual concerns about the slaughter of Christians in Iraq and Syria made such a meeting an urgent necessity.

Old religious realities in a not-so-new Egypt

At the moment, Egypt is operating under a Constitutional Declaration issued soon after the recent military overthrow of President Mohamed Morsi and the Muslim Brotherhood.

This temporary declaration replaced a constitution signed by Morsi in 2012, after Islamist parties pushed it through a referendum process that turned off many voters. That new constitution replaced an ad hoc, provisional document used after the revolution that toppled President Hosni Mubarak. His regime had operated for nearly 30 years under a 1971 charter.

Yes, it's all quite complicated. What outsiders must grasp is that the fine print in any Egyptian constitution is not what is inspiring the rising tide of bloodshed in local communities that is frightening leaders of the land's religious and ethnic minorities, said Samuel Tadros, author of "Motherland Lost: The Egyptian and Coptic Quest for Modernity."

Leaders of Egypt's Coptic Orthodox Christians, an ancient community that makes up about 10 percent of the population, are not "focusing so much on what is happening at the national level," nor are they "just worried about attacks by radical Jihadists," said Tadros, a research fellow at the Hudson Institute's Center for Religious Freedom. "They are worrying about being attacked by their neighbors, by the people they go to school with, the people they ride the bus with every day. ...

"You can say what you want about religious freedom in this constitution or that constitution. But once this hatred has reached the level of your local neighborhoods it will take generations to bring about some kind of change."

This growing atmosphere of hostility and lack of concern about religious freedom can also been seen in Pew Research Center reports covering surveys done in Egypt in the past three years. The bottom line: Muslims in Egypt have become "considerably less tolerant of religious pluralism" than most Muslim communities in the Middle East and around the world, according to a Pew analysis by Neha Sahgal and Brian Grim.

Restrictions on religion in Egypt in 2011 already included "the use of force against religious groups; failure to prevent religious discrimination; favoritism of Islam over other religions; prohibitions on Muslims converting from Islam to other religions; stigmatization of some religious groups as dangerous sects or cults; and restrictions on religious literature or broadcasting."

In one Pew poll, only 36 percent thought it was very important for Copts and other religious minorities to be able to "freely practice their religions." At the same time, more than 60 percent declined to give high priority to equal rights for women and 62 percent believed Egypt's laws should strictly follow the Koran.

"Egypt is the rare case in which people are actually comfortable with the fact that others are not free to practice their faith," said Sahgal, a senior researcher at the Pew Forum on Religion & Public Life. Many Egyptians even see this low level of religious toleration "as a good thing. ... You don't even see this in a nation like Pakistan, where at least -- in theory -- people believe others should be able to practice their faith to some degree," she said, in a telephone interview.

It is especially significant that a majority of Egyptian Muslims believe sharia law should govern the lives of all Egyptians, not just Muslim believers. Compared with most other Muslim lands, a much higher percentage of Muslims polled in Egypt want sharia law to control both criminal and public laws, as well as "domestic" laws affecting marriage and family life. Among the vast majority of Egyptian Muslims who support sharia, noted Sahgal, 86 percent favor the death penalty for Muslims who convert to another religion.

None of this is new, stressed Tadros. Coptic believers died in massacres and churches burned in the Mubarak era, as well as in the tumultuous months since Muslims, Christians and secular liberals rallied together in Cairo's most famous public space during the Arab spring rallies that sought real change.

The prevailing attitude nationwide is that "Christians are supposed to pray at home and stop trying to build all those humongous churches with big domes and crosses on top," he said. "Egypt is an Islamic state and Christians should not be doing anything that calls that into dispute. ...

"That's what people believe all across the real Egypt. It's crucial to remember that there is more to Egypt than Cairo and there is more to Cairo than Tahrir Square."

Hillary Clinton defends religious liberty -- abroad

The U.S. State Department wasn't surprised last October when Egyptian security forces smashed into flocks of demonstrators outside the state Radio and Television Building, killing 25 and injuring hundreds. After all, the rally was called to protest the government's failure to stop the burning of Coptic Orthodox churches or to arrest and convict leaders of the mobs. Sure enough, waves of thugs attacked the Copts, starting riots that drew deadly police vehicles.

Once again, it didn't shock State Department insiders that no one was held accountable. Coptic Christians and other religious minorities continue to live in fear.

Similar tragedies have been sadly predictable in the past, but that must change if true democracy is going to come to Egypt and other lands struggling to escape centuries of strife, said Secretary of State Hillary Clinton, in remarks marking the recent release of the 2011 International Religious Freedom Report.

"Egyptians are building a brand new democracy," said Clinton, describing her recent visit there. "As I told the Christians with whom I met, the United States does not take the side of one political party over another. What we do is stand firmly on the side of principles. Yes, we do support democracy -- real democracy, where every citizen has the right to live, work and worship how they choose. ...

"We are prepared to work with the leaders that the Egyptian people choose. But our engagement with those leaders will be based on their commitment to universal human rights and universal democratic principles."

The "sobering" reality, she stressed, is that religious freedom is "sliding backwards" worldwide, with more than a billion people living under regimes that deny them freedom of speech, association and liberty on matters of faith. The State Department once again released its familiar list of notorious "countries of particular concern" -- Burma, China, Eritrea, Iran, North Korea, Saudi Arabia, Sudan and Uzbekistan.

This latest report is packed with telling details that are hard to ignore, said Thomas Farr, director of Georgetown University's Project on Religious Freedom. He served as the first director of the State Department office on international religious freedom.

The problem is that America's ambassador at large for international religious freedom has "little authority, few resources and a bureaucracy that is -- notwithstanding the secretary's fine words -- largely indifferent" to the global state of religious freedom, noted Farr, in remarks posted at National Review Online. "It doesn't take a rocket scientist to realize that this issue is not a priority for this administration, except perhaps for the speechwriters (who are doing an outstanding job)."

In her speech, Clinton did address a few hot topics that have previously been out of bounds, such as blasphemy laws. It's time for Americans to realize, she said, that matters of faith and conscience are often life-and-death concerns -- literally.

"Certain religions are banned completely, and a believer can be sentenced to death," she said. "Strict laws ban blasphemy and defamation of religion. And when your words are interpreted as violations of those laws, you can be sentenced to death. Violence toward religious minorities often goes unpunished by authorities who look the other way.

"So the message is clear: If your beliefs don't have government approval, beware."

When Americans defend religious freedom they are not simply defending values found in this land's laws and creeds. They are also defending a key central tenet of the Universal Declaration of Human Rights. Thus, Clinton quoted Article 18: "Everyone has the right to freedom of thought, conscience and religion. This right includes freedom to change his religion or belief and freedom either alone or in community with others and in public or private, to manifest his religion or belief in teaching, practice, worship and observance."

It's impossible to read those words, she said, without realizing that "religious freedom is not just about religion." It's about unbelievers, heretics, apostates and converts being able to live, think and gather in safety without the "state looking over their shoulder." Without freedom of conscience, said Clinton, democracy is not safe.

"You can't debate someone who believes that anyone who disagrees with him by definition disagrees with God," she said. "So let me simply say this: People can believe that they and only those like them possess the one and only truth. That's their right, though they do not have the right to harm those they think harbor incorrect views."

Dershowitz visits Oslo (sort of)

Ask Orthodox Jews in Norway where one can find a fresh shoulder of kosher beef and they will give the same answer -- nowhere. There is more to this obscure fact than a clash between Jewish tradition and the concerns of animal-rights activists in today's Europe, Harvard Law School professor Alan Dershowitz told a Jewish forum in Oslo. This is a symbolic fact about tensions that surround Jews in Norway.

"You live in the only country in the world today that does not permit kosher shechita," he said, at the city's Chabad House. "Shechita" is a rite in which a skilled Jew uses an extremely sharp blade to swiftly sever an animal's trachea, esophagus and the arteries and veins of the neck, allowing blood to drain out.

"They wonder why there are only 800 Jews or 900 Jews living in Norway. This is a country that permits the butchering of seals, the butchering of whales, but not this ritual slaughter -- which has been proved by every scientific means to be one of the most humane means of slaughter."

The audience grasped the big idea behind his words, since this March 25 event -- which was recorded -- was held in an outreach center for observant Jews. How can Jews honor the details of their ancient faith without keeping kosher?

However, Dershowitz noted that when he asked other Jewish community leaders about any anti-Semitic trends in Norway, all they would say is that "things are wonderful," before falling silent.

"How can things be wonderful," he added, "if you can't have your own meat? How do you deal with the meat here, do you have to bring it in from England?"

Someone in the audience quietly replied: "We don't talk about certain things."

Among First Amendment and criminal law attorneys, few are as famous and infamous as Dershowitz. He joined the Harvard faculty in 1964 and, three years later, was promoted to full professor at age 28. Even a brief summary of his courtroom career would include a gallery of clients such as porn star Harry "Deep Throat" Reems, British socialite Claus von Bulow and O.J. Simpson. In the 1970s his attempts to defend Russian dissident Anatoly Scharansky made global headlines.

Dershowitz didn't travel to Norway just to talk about dietary laws.

The goal was to lecture about legal affairs and, especially, the role of international law in Israeli-Palestinian conflicts through the years. However, the Zionist group that organized the tour -- the International Christian Embassy in Jerusalem -- found that Norwegian academic leaders were not anxious to have Dershowitz lecture on their campuses, at no expense to the hosts.

The dean of the Bergen University law faculty, according to Dershowitz, said the school would "be honored to have Prof. Dershowitz give a lecture on the O.J. Simpson case, as long as he promises not to say a word about Israel." The Harvard professor has written six books about the Middle East, advocating a two-state solution to the Israel-Palestinian standoff.

Israel was the key, in part because of 2009 debates at Norwegian universities about a proposed boycott at Jewish Israeli scholars and others who support Israel. However, rather than focusing on recent conflicts about occupied territories, Dershowitz noted that the text defining the boycott began by saying: "Since 1948 the state of Israel has occupied Palestinian land and denied the Palestinians basic human rights."

In addition to challenging the founding of the state of Israel, the first academic leader to sign the boycott petition also offered a harsh critique of the "egocentric ... tribe-mentality" among Jews in Israel, Norway and "all over the world."

While Norwegian leaders keep talking about dialogue on these issues, said Dershowitz, it will be hard for Jewish leaders to take part in bridge-building efforts if their voices are not allowed to be heard. The only previous time in his career in which he was turned away from major universities was in "apartheid South Africa, when I was Nelson Mandela's lawyer."

The bottom line: Boycotts do not promote dialogue.

Based on recent events, Dershowitz said it appears Norwegian intellectuals want "dialogue with Hamas, but not with Dershowitz. Dialogue with Hamas, but not with Israel. … Dialogue with people that we agree with, but not with people we disagree with. This is not dialogue. This is a one-way monologue."
